A vintage velvet body con dress with plenty of stretch to it. Clearly someone in the 90s had some fun with puffy paint, and added a nice little floral detail around the necklace. 
 
This would best fit someone who wears between a size L - 1X. I wear a size 16 US in dresses, and this fits me perfectly. It has a lot of stretch to it.
